The Selectmen discussed some budget items and talked about the old Town Garage. The Food Pantry at Plummers has to vacate their area by March 15, and the Food Co-Op is going to be looking for a new home around April 15. Selectman Emery explained that the Board is going to get the first bay cleaned up, maybe make some slight modifications in there, and get the freezers moved out of Plummers for the Food Pantry to give them a home until the Board can decide what they are going to do.
Nate Schools, our Fire & Rescue Chief, was in and talked with the Board about the $435,000 Grant that the Town was awarded to fund four full-time (24/7) Firefighter/EMS positions for a period of two years. The grant was given through FEMA. It comes with pay and benefits, and there is no obligation at the end of it to keep the positions open. The town will need to provide gear and uniforms. The positions will be advertised very shortly.
The Police Chief was in to meet with the Board. They discussed some budgetary items there and some computer upgrades that fall in line with the upgrades that have to be done in the front office.
The Board went into Executive Session at 5:55 PM pursuant to 1 M.R.S.A. §405(6) (A) on a personnel issue. The Board came out of Executive Session at 6:08 PM.
Greg Heffernan, our Transfer Station Manager, came in. The Board went over the program we have in place where we accept people who are required to do community service through the court system. The Board is tightening up the process and some of the paperwork that has to be done before someone comes in to start doing public service.

Selectman Burns reported that last Thursday he attended the SAD 6 Budget Advisory Committee meeting. On Monday night he and Selectman Emery attended the 12 Town Group meeting in Waterboro. The group discussed the Revenue Sharing Bill. Selectman Burns corrected some information he provided at the Selectmen’s Meeting last week. He gave the Legislative Number as LR 2721 which was the Revenue Sharing Legislation as it had just been proposed. However, it was assigned an LD number that changed LR 2721 to LD 1762. Selectman Burns updated us on the status of the Bill and explained that Buxton received over $400,000 in Revenue Sharing money in 2008. If LD 1762 passes we will drop down to about $135,000. If it does not Buxton will get about $76,000.
Selectman Burns said the 12 Town Group also talked about the law suit between the York County Budget Committee and the York County Commissioners. The lawyers for each side presented to a Judge and they expect a ruling this month. The 12 Town Group is trying to set up meetings with all the people running for Governor. These will be public events; however, the only people who will be allowed to question the candidates are elected officials and the 12 Town Group. The first meeting has been set up with Mr. Michaud for March 19.
Selectman Burns was in the office yesterday gathering information for the parts of the Administration budget that he is working on.
Selectman Booker reported that she also attended the Budget Advisory Committee meeting last Thursday evening and said other than that, she has been reviewing non-profit budgets that have come in, and working on the insurance budget.
Selectman Harmon reported that she has been working on budgets. She said she spoke with a gentleman who complained about his mailbox being knocked over twice on the same day. She told him she would contact the Public Works Director. Then she received a message from that gentleman saying he was particularly pleased that a couple of the Public Works employees had come out, fixed his mailbox as much as possible, and gave him advice on how to situate it come spring. He wanted the Board to know he is very happy living in Buxton and very happy with the services he receives.
Selectman Harmon said occasionally mailboxes do get hit. It is not intentional. Some people are limited on where they can put their mailbox but it can be done and made so that it does not impede where they are plowing

The Planning Board will hold a Public Hearing Monday, February 24, 2014, at 7:00 PM at the Buxton Municipal Building on a request for a Conditional Use Permit to operate a daycare facility at 993 Long Plains Road, Tax Map 6, Lot 69A. If they do not have a quorum to vote, the hearing will be held Tuesday, February 25, 2014.
Town Office will be closed Monday, February 17, 2014 for Presidents’ Day and the Transfer Station will be closed Tuesday. There will be no change in the curbside pickup schedule.
Buxton Recreation will be hosting a Community Pot Luck Lunch on Tuesday, March 4, 2014, at 11:30 AM in the large meeting room at Buxton Town Hall. All ages are welcome. Bring something to share.
The Board of Selectmen is soliciting bids for a two-season contract with possible extension for lawn mowing and trimming services at Town Farm Park. Copies of the Contract and Bid Sheet are available for pick up at Buxton Town Office or Email your request to deputybuxton@sacoriver.net. Bids must be sent to the Board of Selectmen, 185 Portland Road., Buxton, ME 04093 in sealed envelopes clearly marked “Lawn Mowing Bid – Town Farm Park” and must be received no later than
4:00 PM, Wednesday, February 19, 2014. The Board of Selectmen reserves the right to accept or reject any or all bids.
The Board is soliciting bids for a three-year contract for Winter Road Sand. Copies of the contract and bid sheet can be picked up at the Buxton Town Office or email a request to selectsecbuxton@sacoriver.net. Bids must be submitted to the Board of Selectmen, Town of Buxton, 185 Portland Road, Buxton, ME 04093, in sealed envelopes clearly marked “BID - Winter Road Sand,” and must be received no later than 4:00 PM on Wednesday, March 5, 2014. Bids will be opened at the Selectmen’s Meeting at 7:00 PM. The Board reserves the right to accept or reject any or all bids. Chief Grovo went over statistics for calls that came in last week and reported that he started working on the budget.
Chief Grovo said that the frost is really affecting the roads and he cautioned everyone to drive slowly.
